Stem and folding failures: the one thing to inspect

The folding stem is the most safety-critical part of a scooter and the one most likely to fail. Play that develops at the hinge, a creak under load, or any visible crack near the clamp are reasons to stop riding immediately. Check it monthly, and check it after every significant impact.
Why the stem is the weak point
A folding stem puts a hinge in the middle of the only structural member carrying your weight, your steering input and every impact the front wheel takes. It is a fatigue problem: the part does not fail the first time it is overloaded, it fails after thousands of cycles of being loaded slightly too much. That is why stem failures happen to scooters with mileage on them rather than new ones.
What failure looks like before it happens
Play at the hinge that was not there when the scooter was new, and that comes back after you tighten it. A knock or creak from the stem when you load the bars. Paint cracking at a weld or around the clamp. On several models, owners have posted photographs of hairline cracks near the base of the stem and been told, correctly, to stop riding. There is usually a warning; it is just easy to explain away.

Owners have documented the handlebar assembly separating from the stem in motion on one popular commuter, the pin retaining the handlebars snapping on two separate frames of another, a front wheel parting from the frame on a third, and a well-known budget scooter with a stem failure common enough that the manufacturer redesigned it. The maintenance that prevents it
Monthly: fold and unfold it and feel for play, check the clamp bolts to the torque in the manual, look at the welds. After any impact or drop, do it again. Do not over-tighten a clamp to remove play — a clamp that needs continual tightening is worn, and the fix is the part, not the bolt. And if a scooter is out of warranty and the stem has play you cannot remove, that is the end of the scooter, not a project.
